Hiraoka was born on 1 December 1883. He was a self-employed fisherman. His family includes Ichi Hiraoka (mother; nee Ichi Morita; in Japan), Masuke Hiraoka (father; deceased at time of file), Kise Hiraoka (wife; Kise nee Nunota), Masao Hiraoka (son), and Kiyoshi Hiraoka (son; born in Japan, had British passport). His home address is listed as Bamfield, BC. 391 Powell Street, Vancouver, BC is listed as a former address He was forcibly uprooted to: Sandon, BC; Rosebery, BC; New Denver, BC; Tashme, BC; and Manitoba.
