<desc>This is a reference case regarding several orders in council which regulated certain chemicals within Canada; of principle concern within these regulations was the ability of the executive to delegate authority to subordinate agencies. The SCC concluded that the executive could delegate as needed, and found the orders in council to otherwise be valid with a small exception regarding payment for expropriated materials that was found to conflict with the War Measures Act.</desc>
