I.T. Barnet was District Superintendent of the Soldier Settlement Board and, by Order in Council, second in command. Author of many inflammatory letters of internal communication within the VLA records. Strong advocate of the forced sale of JC farms, and responsible for the VLA valuations of those farms. Strong racist views.
