He was born on 12 March 1880. He was a farm labourer. His family includes Tsume Chiba (wife; nee Tsume Oikawa), Kaguji Chiba (father), and Chiya Chiba (mother; nee Chiya Sasaki). He lived in Coghlan, BC. He was forcibly uprooted to Tashme, BC and exiled to Japan on 31 May 1946.
