He was born on 31 May 1889. He was a self-employed boat builder. His family includes Ayako Hisaoka (wife; nee Ayako Okinobu), and Mitsutaro Hisaoka (father). His home address is listed as 3396 Napier Street, Vancouver, BC. He was forcibly uprooted to Toronto, ON and exiled to Japan on 2 October 1946.
