A Lieutenant-Colonel of the RCMP responsible for receiving Japanese and Japanese Canadian deportees in Japan. Orr witnessed three "shipments" of deportees, and wrote evocative reports which speak to the awful conditions many people arrived to Japan in. Further, he highlighted the lack of resources (including money) these people had available to them.
