Tokichi Tanaka and Kanpei Osumi were accused of conspiracy; defendants conspired with Eikichi Maruoka, Matsujo Higa, and Matsu Higa to obtain fake birth certificates and documents for Eikichi Maruoka, Noriyama Higa, and Jinsei Higa.
