Scope and content
This file contains the scrapbook of T.W.S. Parsons. Parsons was the Commissioner of the BC Provincial Police during World War II. He was also a consultant on BC Security Commission tasked with the removal of Japanese and Japanese Canadians from the Pacific coast. This scrapbook contains a program from a 1943 conference for the Pacific Coast International Association of Law Enforcement Officials in Sacramento, California. Parsons delivered two speeches; the Call to Order; and a speech titled: “Civilian Defense.”
