Scope and content
This file contains memoranda and minutes relating to the creation of the Bird Commission in 1947. The first memorandum, from K.W. Wright to Colin Gibson, discusses the establishment of the commission in response to the Prime Minister's statement in 1944 regarding Japanese policy ("in cases where it can be established that a sale was made at less than a fair market value, to remedy the injustice"). The second memorandum is addressed to Cabinet and gives details of the forcible liquidation policy in the context of Japanese claims. Minutes are also included of the Special Cabinet Committee on Claims by Japanese Evacuees which discuss the drafting of a submission to appoint a commissioner for the Royal Commission.
