                        I am in receipt of your registered letter of May 5th.
                        
                        Regarding the balance due to the Unemployment Insurance Commission, due to financial
                           difficulties I cannot remit the money due to them. If I can receive payment from the
                           Government by my claims, then I will be able to pay the Commission.
                        
                        I cannot send you the Certificate of Title for the property situated at 
                              
                                 
                                 786 West 4th Avenue
                                 
                               as I need it for future reference.
