Mukai was born on 11 November 1874. He was a fisherman employed by B.A. Packers Company Limited. His family includes Kiso Mukai (mother; deceased at time of file), Yomosuke Mukai (father; deceased at time of file), Riki Mukai (wife; deceased at time of file), Mrs. Mitsuko Shikatani (daughter; nee Mitsuko Mukai), and two adult children who are not named. His home address is listed as 207 Gore Avenue, Vancouver, BC. He was forcibly uprooted to Slocan, BC and died in hospital at Slocan City, BC on 6 August 1945. His listed seized property includes his log cabin in Sandspit, BC which was sold to Pacific Mills Limited.
