A citizens' commitee formed from the Toronto Issei Canadian Citizens Association in response to property loss cases. Initially apointed as chairman was Issaku Uchida, and members included Kunio Hidaka, Lucien Kurata, Haj Kagetsu, Eikichi Kagetsu, Takaichi Umezuki, Tokuye Kameoka, Yoriki Iwasaki, Zentaro Shin, Tomojiro Kadonaga, Tsugou Mineoka, Shiosaku Ozawa, Riken Sumi, Saul Kadonaga, Issaku Uchida.
