This file contains reports, one concerning the War Measures Act (1914) and the authority
of the Governor in Council and the other concerning Colonel Pope's note about the War Measures Act, air raid precautions, treatment of ships and aircraft,
treatment of enemy aliens, etc. The file includes one description of the Custodian's responsibility for compensation (from 1929 Hansard) and a subpoint noting that
the nature of property confiscation in the proposed War Book needs to be clarified.
