This item is a memorandum, dated 19 December 1941, concerning the general policy of military service for Canadians of "Oriental" race. The policy is called into review due to its lack of clarity, "the war with Japan in which Chinese and Indians collaborate with Canada," and numerous letters from Japanese people offering service and protests against the return of Japanese fishermen to their civilian occupations.
