This file contains a memorandum dated 18 April 1944 concerning the affairs of "Japanese in Canada." The memorandum discusses recommendations for policy including the following: segregating "loyal" from "disloyal" Japanese Canadians and nationals (with those "disloyal" being subject to deportation after the war); assistance provided to those who expressed a desire to return to Japan; "re-settlement of loyal Japanese during the war which might achieve permanency" (to achieve dispersal and eliminating "problem arising out of their concentration in British Columbia"); and the examination of individual cases by a Commissioner.
