McTaggert (26 Feb 1938) observes that policies suggested by Wilson such as only issuing Japanese-Canadians licences as long as the business is situated in the “Japanese quarter” is discriminatory. The file also contains statistics for licenses issued to Orientals in Vancouver for 1937.
