This file contains material relating to F.A. Brewin and the CCJC's preparation, organization, and strategy for the Bird Commission. It includes correspondence between claims commission lawyers clarifying what claims fall within the terms of reference. [By this time
the majority of claims had come in and the lawyers were beginning to prepare for the
hearings.] Also included is an exchange capturing MacLennan's concern over hiring Eric G. Adams, who had been charged with espionage [?] during wartime, for the CCJC's statistical work.
