Shibata was born on 27 December 1919. He was a former pulp mill worker, previously employed by B.C. Pulp Company, Ocean Falls, BC. He is also noted as being a fisherman. His family includes Zuji Shibata (mother; nee Zuji Nagata) and Tatsunosuke Shibata (father). His home address is listed as House No. 14, Great West Cannery, Steveston, BC. He was forcibly uprooted to Sanford, MB. There is no list of seized property.
