This item is a letter, sent to the secretary of the Minister of Labour from the Department of Pensions and National Health, with an attached copy of a telegram, sent to the secretary of Ian Mackenzie by Harry Beach. The letter concerns the telegram, in which Beach, a berry packer with contractual obligations to the "British Food Minister," expresses that fruit export needs cannot be met without Japanese Canadian farmers.
