Scope and content
A letter, dated December 7, 1943, from S. Morley Scott, Department of External Affairs, Canada to Pedro E. Schwartz, Esq., Consul General of Spain (Montreal). Scott notes that there is nothing that the Department is willing to do to improve the water situation in Rosebery, and that if the residents there desire better living conditions, then they should consider moving out east, or to Harris Ranch.

Henry Wakabayashi is the founder of Pacific Liaicon Ltd., he has helped many major projects such as the Vancouver Sky Train, the expansion of the Vancouver International Airport and the Metro Vancouver drinking water treatment program.
